As long as this weapon is equipped, the character equipped can use lightning attribute techniques. Also, all other techniques that are lightning (this includes partial lightning) are completely negated. Any techniques that are lightning are deactivated and any non-activated lightning techniques cannot be activated. Any lightning technique used by the character equipped with this weapon will not cost tsukara, but will instead increase the user's total tsukara by the cost amount (unless the effect requires that the user pay the tsukara cost).
