Dividing The Suzaku
Set-Up
Suzaku is set up with three individual types of ranks each having their own spot within Suzaku. The highest of all the leaders is Suzaku Leader. The ranking after that is the Suzaku Elites. Finally, the Suzaku Grunts take the bottom of the Suzaku charts. Below I'll explain what each ranking does and what it would consist of.
--Suzaku Leader:
The Suzaku Leader is the head of Suzaku and the most powerful warrior of Suzaku. He overlooks the Suzaku as a whole while assigning them their rankings and beasts to control. He also decides who he wants to be in Suzaku. Not many people can identify the Suzaku Leader by name or face because his appearance has yet to be revealed although his name has. Whether the Leader Kisuke attempts to recruit people is up to him and because not many know who he is, they cannot say for certain whether he as the Leader is recruiting them or if he is another Elite or Grunt of Suzaku.
--Suzaku Elite:
The Suzaku Elite consists of Six warriors. Each warrior is well hidden from the world with their alias that they receive and their completely concealed identities. Each Elite has subordinates within the Suzaku known as Suzaku Grunts. The Suzaku Elites are usually the ones performing the difficult and life-threatening missions while hopefully retaining their identities from their enemies. Amongst themselves they are easily identified but to the world, they are known by their dark cloaks and symbolic masks.
--Suzaku Grunt:
The lowest ranking within the Suzaku Ranks. The Grunts are the peons of Suzaku that may be sub-par warriors. Like servants, Grunts perform tasks assigned to them by their superior, their Suzaku Elite. They usually perform missions of surveillance or recon and are even subject to odd jobs such as cleaning or
even general shopping. What missions each Grunt will perform is based on their Elite as some Elites may want their Grunts to do dangerous jobs for them.
Structure:
Suzaku is a very structured and organized group with a system of balanced ranks as seen below:

As you can see above, each Elite Suzaku member has command over three Grunts. One Leader, Six Elites, and eighteen Grunts means limited space in Suzaku to only 25 members including the Leader. This means that you will have to gain a rank before they are all gone.
The Promotion and Demotion
Within the Suzaku, it is possible for an Elite Suzaku to lose their position to a Grunt and a Grunt to take an Elites ranking. This can occur when a Grunt feels confident enough to take on their Elite or another Elite for their spot. If victory is the Grunt's, then they take the Elite's position but if they lose, they may face death based on the mercy of the warrior they challenged.

So are the grunts like the minor characters of the people who have elite characters? Because we aren't going to be filling up all the spots if not.

Grunts are other characters that work under the Elites. Your grunt can be one of your characters but they don't have to be.
